By the will of Sauron The Great, the 23th day of Narwain of the year 3005 (T.A) the Council of Regency of the Free City of Umbar declares:
That the man known as Iskandir, descendant of Castamir, is found guilty of the following charges:
- Conspiracy against the ruling council of the city and his most honourable protector, Lord Sauron The Great.
- Sedition and Rebellious behaviour against the established order, represented by this council and the person of the Acting Lieutenant of Barad-Dur.
- High Treason and allegiance with the enemies of this city.
Therefore the afore named Iskandir is declared an Enemy of this City, and as such is Banned from it, under penalty of dead if found within three days ride from the walls. Moreover, he is dispossessed of all his fortune and properties which will be given in public sale to the benefit of the City.
Finally, his name will be removed from the records of this Council and his House removed from current rank to the dignity of Lesser.
This ruling is approved and signed by the Regents of the Council, the Assembly of High Captains and his excellency the Acting Lieutenant of Barad-Dur.
