This shall remain a private endeavour and notice of it must not reach the Regents or anyone outside of the Assembly, remember you are still outlawed and this enterprise is treacherous at best. You will have our veiled support and funding until the time is ripe. We need to gain more support for our cause and wait a favourable turn of events in the war before proceeding openly.
Meanwhile, it has been decided to send a merchant ship thrice a year to the mouths of the Isen, between early spring and late summer to collect the news you gather and pass communications along. Couriers will be deployed at the Gap of Rohan and Isengard if possible.
